NFL Owners Meeting Highlights: Flag Football, Rule Changes, Rooney Rule

At the 2026 NFL owners meeting in Phoenix, commissioner Roger Goodell announced a new flag football league, updated kickoff rules, and defended the Rooney Rule against Florida AG criticism.

Goodell revealed the NFL will launch a flag football league aimed at expanding the sport globally and positioning it for the 2028 Los Angeles Olympics. He also announced several kickoff rule changes, including allowing onside kicks at any time, and a contingency plan for replacement officials.

Goodell reaffirmed the league’s commitment to the Rooney Rule, stating it is a tool to promote diversity in hiring and is consistent with federal laws, in response to Florida Attorney General James Uthmeier’s threat of legal action.
